Sacramento River District Vision Plan

Cooper Robertson led planning for the 800-acre Sacramento River District. The plan envisions a new relationship to the waterfront focused on public amenities and flooding resilience. Another important element of the plan is a new relationship between existing industrial uses, new mixed-use development, and the arterial corridors that must serve all users.

For each subarea in the plan, specific recommendations are provided for appropriate housing types, needed zoning changes, and public realm improvements to support new residents.

The final plan is being used by the PBID (Property and Business Improvement District) to advocate for improvements as part of the upcoming Specific Plan for the same study area. Examples include:

• Recommendations for zoning changes and design guidelines in the Specific Plan
• Identification of key streets and opportunity sites for public/private partnerships
• Opportunities to advance TOD and other improvements in concert with future light rail extensions in the study area
